The Armenian government on Thursday approved a new four-year housing program that will use a state-backed mortgage lending model to provide apartments to 2,850 servicemen and their families, some of whom have been on waiting lists since the 1990s and 2000s.
The Defense Ministry proposal is aimed at addressing long-standing housing needs for nearly 3,000 servicemen and their families.
Under the program, the government will cover 90% of the financing through partner banks, with the remaining 10% drawn from the Defense Ministry’s annual budget.
Defense Minister Suren Papikyan said during a Cabinet meeting that the initiative will be implemented in four stages and is designed to gradually resolve housing issues accumulated over decades within the defense system.
According to him, the program covers beneficiaries who have served in the Defense Ministry or fall under other eligibility categories.
The rollout plan foresees housing allocations across four years: 735 beneficiaries in 2027, 812 in 2028, 719 in 2029, and 584 in 2030.
Eligible groups include contract servicemen and civil personnel working in the defense system, former servicemen discharged on legal grounds, individuals with service-related disabilities, and families of fallen or deceased servicemen.
