At the session of the OSCE Special Permanent Council convened on September 12 at the initiative of Armenia, British Ambassador to the organization Neil Holland expressed his position on the situation in Artsakh, expressing concern about the humanitarian crisis.
He emphasized that the decision of the Hague court should be implemented, ensuring unhindered movement through the Lachin corridor.
“The UK is deeply concerned about the continued disruption of the Lachin Corridor and the associated humanitarian consequences for the local population, particularly in relation to the supply of medicine, healthcare and other essential goods and services. Therefore, it is important that the decision of the International Court of Justice adopted in February 2023 is implemented to ensure unhindered movement in both directions along the Lachin Corridor,” said the ambassador.
He noted that Britain strongly urges the parties to allow the ICRC access through all available routes, such as the Aghdam road, so that the organization can carry out its vital work. In addition, all parties should refrain from further politicizing humanitarian aid to meet the needs of civilians.
“Britain notes with concern the escalation of tensions following the recent increase in border violations and military maneuvers on both sides. We are confident that this conflict has no military solution, and we call on both sides to redouble their efforts to make progress in negotiations with international mediation, including by adopting provisions for the protection of the rights and security of the people of Artsakh,” said the diplomat.
Holland also noted that “only by diplomatic means and in accordance with the principles of sovereignty and territorial integrity established by the UN Charter and the Helsinki Final Act will they see a stable solution to the conflict and a historic peace agreement between Armenia and Azerbaijan.”
