The Armenian Government on January 29 approved a major urban development project aimed at transforming the Noragyugh district into a modern international business and residential hub. The project was previously approved by the City Council.

Yerevan Mayor Tigran Avinyan briefed the government on Thursday, outlining plans for 155 buildings to accommodate around 65,000 residents across an area of about 83 hectares. The district will feature parks, leisure areas, and green spaces, and is expected to significantly ease traffic congestion in central Yerevan. “The district currently faces many problems, such as sewage issues and narrow roads, and the residents themselves had previously suggested that City Hall consider a development project,” Avinyan said.

Avinyan added that residents will receive compensation based on the market value of their apartments, plus an additional 30 percent. “In this section, we will gain a new, beautiful neighborhood, which will allow the city of Yerevan to address several important issues,” he emphasized.

The “Yerevan-Downtown” multifunctional center will be built on approximately 81 hectares near the southwestern entrance of Yerevan, covering the Noragyugh district and the “Paskevich Hill” area. Avinyan said, “I believe this will be a positive but complex project in every respect. Its implementation is expected to take about 10 years, but it is also a key initiative for easing pressure on the city center and addressing the issues faced by Noragyugh residents.”

Under the government’s decision, the mayor was authorized to sign agreements on behalf of the state with the private companies DT Construction and DT Development, allowing the process of property transfer and construction to begin.

The new center will become an international business hub, featuring banks, hotels, a diplomatic district, and cultural centers. Project plans also include 70-story skyscrapers.

The development will improve transport infrastructure, including a new road connecting Admiral Isakov and Arshakunyats avenues, which will link to Monte Melkonyan Street. In addition to skyscrapers and business centers, the area will include new residential neighborhoods, schools, kindergartens, and a large leisure zone with water features and green spaces.

Avinyan said the financial resources generated by the project will also support other major initiatives, including creating 250 hectares of forested areas near the Dalma Gardens, cleaning Yerevan Lake, and renovating city infrastructure. “Similar projects have been considered in the past, even as far back as the first half of the 20th century, but they were never realized,” he noted.

Officials say the project will combine business, culture, and residential life, creating a modern urban environment in Noragyugh while easing pressure on central Yerevan.
