The European Union (EU) has reaffirmed its commitment to Armenia’s development and regional peace by announcing more than €200 million in new financial support as part of the second phase of the Resilience and Growth Plan. The announcement was made on September 19 in Yerevan by EU Commissioner for Enlargement Marta Kos during a joint press statement with Armenia’s Deputy Prime Minister Mher Grigoryan.

“It is a great honor for me to announce today that we are allocating funding for Armenia under the second phase of the Resilience and Growth Plan. We are talking about more than €200 million, which will support investments in infrastructure, resilience, and business development,” Kos stated. She emphasized that this reflects Armenia’s clear commitment to its reform agenda.

Kos noted that the region is experiencing a historic moment, with a real opportunity for peace in the South Caucasus. “We are here and ready to continue our partnership for peace. It’s critical not to miss this moment—to invest not only in infrastructure and digitalization but also in the peace process,” she said.

Since 2021, the EU has mobilized over €2.5 billion in investments in Armenia, and according to Kos, “we can do more.”

Deputy Prime Minister Grigoryan underlined the strategic importance of EU support for Armenia’s socio-economic resilience, institutional reforms, and regional stability. He also highlighted the deepening Armenia-EU relationship, including the recent launch of political and security dialogue.

Grigoryan reaffirmed Armenia’s commitment to fully implement the Comprehensive and Enhanced Partnership Agreement (CEPA) and stressed the significance of EU backing for regional infrastructure projects—such as the Crossroads of Peace and the TRIPP initiative—which he said align with the EU’s global strategy.

Marta Kos’s working visit to the South Caucasus began on September 17. The Commissioner for Enlargement and Eastern Neighborhood embarked on a three-day trip to Azerbaijan and Armenia to advance EU relations in the region.

In Baku, she met with President Ilham Aliyev and several ministers. In a meeting with Azerbaijani Economy Minister Mikayil Jabbarov, the two sides signed an agreement to establish a High-Level Economic Working Group aimed at boosting cooperation in energy, digital economy, transport, and sustainable development—particularly within the EU’s Global Gateway framework.

“Peace in the region opens up opportunities for markets, trade and investment,” Kos wrote on X, adding that the EU and Azerbaijan would “continue to strengthen partnership.”

The EU has expressed strong support for the peace process between Armenia and Azerbaijan, welcoming the agreement reached in Washington, D.C., on August 8.
