Any gathering in Artsakh that does not meet the requirements of the presidential decree on martial law declared in Artsakh will be considered illegal. The statement says: “Dear compatriots, we announce that the during the martial law, in the Republic of Artsakh, the right to freedom of assembly is limited. Gatherings are allowed exclusively by the government of the Republic of Artsakh and in the following cases:

1) on holidays and memorial days of the Republic of Artsakh.

2) In order to realize the right of self-determination of the people of Artsakh.

Given that circumstance, any gathering that does not comply with the requirements of this decree will be considered illegal, and the participants will be subject to legal liability. Therefore, we call on the public not to give in to provocations in order to avoid additional tension and unpredictable consequences. The authorized state bodies of Artsakh, within their jurisdiction, will take all necessary measures to preserve the constitutional and public order in the Republic and prevent illegal actions.
