Yerevan City Hall is set to build an artificial intelligence twin of itself, with every department and all 12 of the capital’s administrative districts getting an agent of their own, reports Zartonk Media.

Mayor Tigran Avinyan announced the plan at City Hall’s regular executive session on Monday, October 26, along with a decision to raise next year’s budget for the technology. “As a result of last week’s discussions, I have decided to significantly increase next year’s budget earmarked for artificial intelligence,” he said.

“This means that we are going to create an artificial intelligence twin of the municipality,” Avinyan said. “This means that all our departments and administrative districts are going to have their own, so to speak, twin agent.”

The agents will begin in a supporting capacity. Avinyan said the system will operate as an advisory body in its early stages, and that City Hall will hold internal discussions and training sessions before it goes into use. He named cybersecurity as an important part of the work.

“Many things must be automated over the course of next year,” he said, putting the bulk of the work in 2027.

“We already have a fairly good team at our technology center, but it is also very important to keep pace with the times,” Avinyan said. “For those problems that the municipality has difficulty solving, we must rely on AI tools.”

That is the Yerevan City Management Technologies Center, the municipally owned company behind the city’s digital systems. City Hall’s most recent system is YES, the electronic services platform it opened in July 2025, where residents check the property and vehicles in their name and pay waste collection fees without visiting a One Window office.

City Hall has not said when the twin will begin operating, who will build it, or how large the budget increase will be.
