Armenia’s ruling Civil Contract party has won the country’s parliamentary elections, securing a majority of seats in the 105-member National Assembly, according to preliminary results released by the Central Electoral Commission after the counting of all ballots.
The party, led by Prime Minister Nikol Pashinyan, received 727,160 votes, or 49.81 percent of the total, just short of an outright popular-vote majority. Based on the results, Civil Contract will hold 64 seats in parliament.
Two other political forces also crossed the threshold required to enter the National Assembly. The final seat distribution:
- Civil Contract (Nikol Pashinyan): 64 seats, 727,160 votes (49.81%)
- Strong Armenia Alliance (Samvel Karapetyan): 29 seats, 340,062 votes (23.29%)
- Armenia Alliance (Robert Kocharyan): 12 seats, 145,097 votes (9.94%)
The Prosperous Armenia Party fell just short, receiving 58,368 votes, or 3.996 percent, narrowly missing the 4 percent threshold required for a single party to enter parliament. All remaining parties and alliances also failed to surpass the threshold and will not be represented in the legislature.
Turnout stood at 1,476,916 voters, or 59 percent.
Majority Status and Constitutional Limits
While Civil Contract secured a governing majority, it fell short of a constitutional majority, which in Armenia requires at least two-thirds of seats, or 70 in the 105-member parliament. A constitutional majority would allow a single force to approve constitutional amendments and other measures requiring a two-thirds vote without opposition support.
With 64 seats, Civil Contract retains control of parliament and can govern independently:
- Form a government on its own
- Elect a prime minister
- Approve the government’s program without coalition partners
However, it will need support from other parliamentary forces for any decision requiring a constitutional majority, including potential amendments to the constitution.
Strong Armenia becomes the largest opposition force with 29 seats, followed by the Armenia Alliance with 12.
