Armenia’s government approved a program on Thursday that will help families raising 6 or more minor children buy or build a house, giving them a state certificate worth 4 million drams, about $11,000, for every minor child in the family, reports Zartonk Media.

For a family with 6 children that comes to 24 million drams, about $67,000. A family with 7 would receive 28 million drams, about $78,000.

Minister of Labor and Social Affairs Arsen Torosyan presented the program at the government session on November 5. Families qualify based on how many minor children they have on July 1, 2027, and Torosyan said data collected from communities shows more than 600 families in Armenia currently have that many.

The money comes as a certificate rather than cash. “The certificate can be used to build or purchase housing through a bank mortgage or through lending under mortgage programs,” Torosyan said at the government meeting.

Families that build in a rural area receive an additional 4 million drams, which can go toward a plot of land, household appliances, furniture and other necessities.

Families whose income in their 2026 declaration exceeds 10 million drams, about $28,000, will not be eligible, and the state will check what property a family already owns. “We also have other housing programs. The same beneficiary cannot benefit from two programs simultaneously,” Torosyan said.

Eligibility is a count of the children a family already has on July 1, 2027, not a payment for each new birth, so a family that reaches 6 children before that date qualifies alongside families that are already there.

The Ministry of Labor and Social Affairs published the draft in April, setting a minimum standard of 10 square meters of living space per person, so a family with 6 children needs a home of at least 80 square meters and would qualify for about 24 million drams toward it. Preliminary ministry data at that stage counted 643 families with 6 or more minor children, of which 390 had 6 children and 143 had 7, with the rest having between 8 and 12.

The draft estimated that if every eligible family took part, the program could cost up to 31.9 billion drams, about $89 million, from the state budget over the next decade.

Armenia has run a separate housing scheme since 2020 for families with at least 2 minor children buying or building outside Yerevan, which has assisted about 17,000 families with 12.6 billion drams, about $35 million.

Births in Armenia have been falling. There were 19,865 births in the first 8 months of 2026, down 2.6 percent from the same period a year earlier, and 16,391 deaths, down 5.2 percent, according to the Statistical Committee. That left 3,474 more births than deaths, up from 3,104 a year earlier.

Dram figures are converted at the Central Bank of Armenia’s rate of 360.12 drams to the dollar on November 4.
